The skilled (certified and licensed) workforce that supports this growth has continued to diminish in size and educational development. Nevada was reported to be one of the fastest growing states in the United States. And, in 2008, in an effort to promote uniformity of skilled, licensed and certified journeypersons and master plumbers across the state, the plumbing boards from both the north and the south merged forming the NBOPE known today. It was their efforts that prompted similar industry and industry trade associations to begin meeting in northern Nevada. Its roots are tied to the Mechanical Contractors Association of Las Vegas (MCA), the Plumbing-Heating-Cooling Contractors of Nevada (PHCC-NV) and UA Local 525 Joint Apprenticeship Training Committee (JATC) in Southern Nevada who spearheaded the movement to reclaim and restore integrity to the journeyperson and master plumbing testing and licensing procedures from an out-of-state agency. The Nevada Board of Plumbing Examiners was founded as a non-profit organization in 2002. "Helping to serve and protect the health of our community"
